The Expoloration Of CPPCC Gives Fully Play To The Role Of Consultative Democracy As Important Channel

Both the report to The18th National Congress and "The Decision" of The Third Plenary Session of the Eighteen state that "socialist consultative democracy is an important form of people’s democracy in our country"," give full play to the strength of the CPPCC (Chinese People’s Political Consultative Conference) which is the important channel of consultative democracy". The CPPCC has been proved over60years to be not only the product of socialist democracy in our country, but also the important carrier and the main form of consultative democracy. In our country, the CPPCC is the most basic and the most important form among numerous forms of consultative democracy. In order to demonstrate the features and superiorities of our country’s socialist democratic politics, we need to leverage the functions of the CPPCC effectively as the important channel of consultative democracy, to improve the party’s style of leadership and governance, to promote the party’s and the country’s decision-making scientific and democratic, to realize citizens’ political participation orderly. In recent years, consultative democracy is widely used in various local CPPCC of our country, so as Kunming. Through earnest study and implement the guiding principles of The18th National Congress and The Third Plenary Session of the Eighteen, they all actively explore the road which can give full play to the strength of consultative democracy as important channel. Since reform and opening up, Kunming’s social class differentiation has been enlarging, with new citizen groups and social organizations emerging,interest appealing’s group tendency presenting. This kind of social change brought not only vigor to the development of Kuming CPPCC, but also challenge. So, Kunming CPPCC must pay more attention to the voice of different interest groups in performing his function. Though Kunming CPPCC has obtained certain achievements in exploring and leveraging consultative democracy’s function as important channel, there still existing many deficiencies, such as:consultative content need to be further enriched, consultative form need to be further innovated, consultative ability need to be further improved, the basic democracy consultation need to be further explored, consultative culture need to be further cultivated, consultative environment need to be further improved. In the face of these deficiencies, this paper puts forward some effective suggestions through investigation:to enrich consultative content and to innovate consultative form constantly, to give full play to dominant role by Kunming CPPCC members, to explore and carry out basic consultation further, to cultivate consultative culture, to build good consultative atmosphere.
