Issues And Solution Of Jiuquan City People’s Political Consultative Conference On Improving Deliberative Democracy

With the developing of Chinese social’s economic and political system reform, people’s political consultative conference faces the new task to promote deliberative democracy. Advancing institutional development of deliberative democracy in multi-level has been Included in the practice at the Third and Forth Plenary Session of the 18 th Central Committee of the CPC. This measure is of benefit to enhance the recognition to status of people’s political consultative conference while helping people’s political consultative conference play the role as important channel of political consultation, democratic supervision and participation in the political process. There are several issues in local people’s political consultative conference during the process of building deliberative democracy: lack of the deliberative democracy atmosphere, incomplete system, inelastic internal environment, conference members’ function is not adequate, weak supervision, superficial theory and practice research and so on 。These issues hinder the institutionalization, standardization and routinization development of deliberative democracy and impact People’s political consultative conference to play its role. Hence, it is incumbent upon local people’s political consultative conference workers to build deliberative democracy.This paper mainly employ literature study, historical analysis and survey research methods while collecting literature material, local working material and Successful experiences and practices as reference to comparative with Jiuquan city’s situation. The issues in local people’s political consultative conference during the process of building deliberative democracy have commonality and specificity. Combining deliberative democracy theory with local work practice, this research analyzed the Development Status, issues and countermeasures about deliberative democracy in Jiuquan People’s political consultative conference. The aim is to put forwarded solutions for promoting deliberative democracy construction.
