Study On Deliberative Democracy In The Peirod When Chinese People’s Political Consultative Conference Functioned As National People’s Congress

Western scholars proposed the idea of deliberative democracy in1980s as asupplement to electoral democracy. Deliberative democracy, however, had alreadybeen put into practice in the period of China’s new-democratic revolution, used in theUnited Front and scientific decision, and has evolved into the system of Multi-PartyCooperation which is still followed today. From then on, the deliberative democracyand electoral democracy perfectly matched to China democratic system, becoming themajor channels to realize and promote socialist democracy.In this paper, the research content is the deliberative democracy during ChinesePeople’s Political Consultative Conference exercised the functions and powers ofNational People’s Congress，namely between September1949and September1949.Discuss this special period of deliberative democracy practice, summarizes thereasons and characteristics of success and experience, analysis of the shortcomings,thus draws enlightenment to the construction of socialist deliberative democracy.Delve into socialist deliberative democracy construction, improve the system ofdeliberative democracy is of great significance to the development of socialistdemocracy and the construction of socialist democratic politics.In this paper, the integrated use of the politics, history, sociology and so on basictheory of multi-disciplinary and cross comprehensive analysis, comparative analysis,system analysis and other research methods, both from the perspective of the historyof the party, to analyze the negotiations between the communist party of China andthe Chinese People’s Political Consultative Conference, and analysis deliberativedemocracy from the perspective of political science during Chinese People’s PoliticalConsultative Conference exercised the functions and powers of National People’sCongress. In the earlydays of new China, as the conditions for conducting general elections can hardly berealized, Chinese People’s Political Consultative Conference not only functioned as aunited front organization and a consultative institution, but also played the role ofNational People’s Congress, has the irreplaceable status.The third chapter: the deliberative democracy practice during Chinese People’sPolitical Consultative Conference functioned as National People’s Congress. Thischapter mainly discusses the deliberative democracy practice in the legal, economic,diplomatic, political and other aspects during it functioned as National People’sCongress.
