Excellent traditional culture is the root of the inheritance and development of a country and nation, the Chinese government has always attached great importance to cultural construction.The concept of constructing socialist culture power which proposed in the report of the 18 tn Party Congress reflects the CPC’s new idea and deployment of cultural development in Chinese cultural development in the new century new stage. In recent years, with the continuous expansion and development of NOGs(non government organizations), its ability of participating in social management especially public services has been improved. At present, although the government attaches great importance to the construction of public cultural services,Because of the limitation of the traditional administrative management mode, cultural infrastructure is excessive waste and the effect is not ideal. NGO is different from the government, its own unique advantages decide it can reduce cost, improve efficiency, to meet the diverse needs of the public in the progress to construct public cultural services. However, at present, in our country NGOs in city cultural construction is still at a low level, and it related to that the public cultural service system is not perfect and the construction of NGO itself has all kinds of problems. In the paper, we choose the city construction of public cultural service inNGOs as the research object. based on the theoretical and reality basis of NGOs to participate in the construction of public cultural services, the analysis of the advantage and predicament of NGOs participation,And according to NGOs participation and will of citizens in the process of Shandong urban construction of public cultural services, refine the problems of NGOs in the process of actual participation. On this basis, the paper puts forward the corresponding path study to optimize the external environment NGO participation while strengthening NGO own internal construction, while building positive interaction between government and NGO cooperation, the government through strengthen procurement, outsourcing, subsidies, licensing and other ways of cooperation with non-governmental organizations to provide public cultural products and services needed for the public, and nonprofit cultural goods and services NGO organized spontaneously give some support.
