Analysis On The Current Situation And Countermeasures Of The Development Of Rural Book Houses Under The Perspective Of Collaborative Governanc

In the strategy of rural revitalization in the new era,cultural revitalization is particularly important,which is regarded as the soul casting project of rural revitalization,and also a major historical task to accelerate the socialist cultural construction and build a socialist modern power.Xi Jinping,General Secretary of the CPC,regards cultural revitalization as "an important fulcrum and an important driving force to promote high-quality development",and emphasizes the need to "promote the extension of rural bookstores,improve quality and efficiency,improve the rural public cultural service system",and "promote the equalization of urban and rural public cultural services".It can be seen that rural bookstores play an important role in the high-quality development of China’s public cultural undertakings and are of great significance in building a cultural power and improving the overall level of social civilization.How to promote the improvement and innovation of rural bookstores and make them better serve the development of rural public culture is an important issue that the public management discipline must pay attention to and study.Based on the background of the rapid development of public culture and the revitalization of rural culture in China,this paper analyzes the possibility and necessity of applying the theory of collaborative governance to the development of the rural bookstore project by using the methods of literature research,comparative analysis and questionnaires,and concludes that collaborative governance is the key to solving the problem of the development of rural bookstores,and collaborative governance has become the inevitable trend of the development of public cultural services.Based on the theory of collaborative governance and public management,through the analysis of the current situation of the construction and operation of rural bookstores in District A of Jining City,we found out the problems of decentralized supply subjects,incomplete supply content,single supply mode,unscientific operation mechanism,and analyzed the causes of the problems,mainly including the loss of public cultural service awareness of the government at the government level,The social coordination supply mode at the social level has not been formed,the farmers’ reading habits at the individual level have not been formed,and the working mechanism of the rural bookstore at the institutional level is not perfect.In order to promote the high-quality development of the rural book store project,reasonable solutions are proposed in combination with local conditions: establishing a coordinated supply entity,giving play to the leading role of the government,attracting multiple social entities to participate in the construction,and encouraging grassroots people to participate in the construction;Enrich the content of collaborative supply,improve the total quantity and quality of books,enhance the diversity and pertinence of books,and meet the increasingly rich spiritual and cultural needs of the masses;Broaden the collaborative supply mode,focus on popularizing and realizing the co construction and sharing of digital resources,and deeply tap the potential functions of rural bookstores;Establish a collaborative supply mechanism,improve the fund input and management mechanism,establish a management mechanism for professional talents,improve the assessment mechanism for collaborative subjects,and promote the high-quality development of rural bookstores and rural public cultural services.
