Up to now, new media technology has had extremely far-reaching influence on human interaction and social environment. The development and prosperity of modern information industry and mass media, the increasingly prominent media “publicity” and the rise of public democratic awareness, have brought challenges to the discourse construction for local governments in China. It has become a common sense that “the involvement of mainstream discourse decides the quality of public discourse space”. It has become an important measure in China political reform for the local governments to construct public discourse platform.This passage studies how the theories such as government participation theory, social governance theory, consultative democracy theory and communicative action theory may support and have implications for local governance and public discourse generation, puts forward strategies for the local governments to construct public discourse platform, and finds out the implications of public discourse platform for local governance and realization of “good governance” using management, sociology and journalism theories, based on the analysis of the current situation, achievements and problems of public discourse platform construction. Besides, suggestions and strategies for China local governments to construct public discourse platform are also provided in this paper. National political reform and the development of new media technology have brought both new opportunities and challenges to the local governments to construct public discourse platform, therefore, the local governments should strive to construct ideal and perfect public discourse platform by taking advantage of the new technologies with convictions.
