Local governments play important roles and become main bodies of local public administration during the course of political and economic transforming including globalization, information, marketability, etc., because they contact with people directly. As the human society governance pattern transfers to service pattern, all governments, including local governments, attach importance to the function of providing public services for the society. Now, the function of providing public services becomes the most important function of local governments.The thesis employs the basic principles of political science, administrative science, social science , management science and other disciplines, adopts the methods which combine normative analysis and empirical analysis, makes local governments' ability of providing public services as the main point, points out that providing public services is the function of local governments, discusses the problems and reasons of providing public services systematically and thoroughly, and brings forward some look-forward and operative countermeasures to improve local governments' ability of providing public services.Because of public and exterior nature of public services, the providing of public services has its particularity. Modern local governments naturally undertake the function of providing public services due to their validity and publicity. Moreover, local governments have the natural superiority to provide local public services from the economic and the realistic angles. We put forward the problem of the construction of local governments' ability of providing public services which has great significance under the macroscopic background of social reforming and microscopic background of SARS crisis.But, in fact, people one-sidedly equate "the public services tender" to "the public services producer" because of unclear definition of "the public services tender" and "the public services producer". So, it mainly relies on local governments to provide public services in reality. Because of the defects of political system, financial system, administrative examination and approval system, the leading cadre assessment system, unclear division of power and responsibility between central governments and local governments, and so on, local governments don't have enough financial resource and energy to supply public services. Because of the weak service consciousness of local governments' department and the personnel and the sole channel of service providing and investment, there are problems in public services' providing including total quantity insufficiency, investment insufficiency, the uneven assignment, the unbalance of providing structure, local governments as well as the public departments' excessive monopoly because of wrong understanding of public services, the system flaw, weak service consciousness and the sole providing channels. Now, local governments' ability of providing public services can't meet the society's demands.On the base of absorbing overseas experience of marketization and socialization and considering the actual situation of our country, we think we must understand "the public services tender" and "the public services producer" correctly, deepen reform to establish a limited, legislative, transparent, highly-effective, fair and people-oriented government, to form a simplified and highly-effective administrative examination and approval system, and to establish public service finance system. Moreover, marketization and socialization reforms encourage the market and society to take part in public services' providing, and strengthen the cooperation of governments of all levels to improve local governments' ability of providing public services.
