The ancients said: government, the first selection, more in a test juren. Now in our country at the grass-roots level of development and improvement of the civil service examinations for state organs recruiting talents, construction of ”high quality, high level, professional” civil servants at the grass-roots level has important significance, but also can effectively achieve the constitution of citizens to actively participate in state affairs management rights. Grass-roots civil service examinations system in our country after historical evolution, is gradually perfect, there has been a clear system architecture and be careful to run the program, make a batch of outstanding talent, and promote the building of grass-roots organs of villages and towns government, the grass-roots civil service examinations system plays an important practical significance.Writing of this article mainly overview: the first part is our country the related concepts and theories of grass-roots civil service examinations, about our country civil servants at the grass-roots level, the concept of examinations and fair competition theory, talent assessment theory, humanism administration theory. Written in the second part is the evolution process of our country grass-roots civil service examinations, and the basic experience, about our country civil servants at the grass-roots level examinations from the preliminary exploration to the evolution process of the adjustment, and promote and perfect the relevant rules and regulations of our country’s civil service examinations at the grass-roots level. Writing the third part is problem of grass-roots civil service examinations in our country and the cause analysis, from the examinee sources of a single, lack of scientific nature, the three aspects of the interview process unfair problems existing in the research. Cause analysis, policy guidance is not correct, the lack of system test, interview the lack of scientific method. The fourth part is consummates our country the basic countermeasures of grass-roots civil service examinations. Contains four points: first, to widen the channel of the our country civil servants at the grass-roots level to enter oneself for an examination. Second, perfect the fair competitive written content. Third, we must strengthen the interview process is scientific and practical. Fourth, establish and improve the grass-roots civil service examinations system in our country. Therefore, we should all-round improve quality and level of grass-roots civil service examinations, make examinations work more tend to standardize, fairness, justice and scientific, and optimize and perfect our country grass-roots civil service examinations link, so as to contribute to our country the construction of government integrity of, and provide important theoretical basis.
