At present, countries in the whole world have established a civil service system. Compared to foreign countries,China’s civil service system establish lately, but develop much more rapidly. The civil service examination system is one important aspect of the civil service system.Examination ensure the high quality level of the national civil service, and the optimization of the overall civil service structure.The level of national civil service’s quality is directly related to the realization of the level of national administrative efficiency,related to nation’s modernization goals. And the civil service examination system,as a kind of elite selection system, to some extent, is related to the interests of examinators.Therefore,our researchs for the civil service examination system not only can promote the civil service law,but also can improve the quality of civil servants;not only can boost the socialist market economy,but also can has a significant role in the maintenance of the candidates interests. At present,the civil service examination system in China is still in the exploration stage,there are also many problems needed to be addressed.I hope this paper can give some comments and recommendations to the reform of the civil service examination system in China.The full text is divided into four parts.The first part:the introduction of the examination of the relevant theory.The interpretation of the basic concept,classification of civil servants and the civil service examination system.Pointing out that the civil service examination is based on equity theory, namely the opportunity fairness,right fairness, fairness, efficiency and fairness rules.The author thinks that studying the Hebei province government functionary examination system from a fair perspective is beneficial for we to choose the talent. Civil service examinations system is a civil service exam shall comply with the norms and principles.The second part: introducation about the development of government functionary examination system in Hebei province.The Hebei province government functionary examination system on the basis of China civil servant system.From a short period view,the development speed is stunning.The implementation of the civil service examinations system in Hebei province has made significant progress,and the mechanism of "in study" has been basically established.The open recruitment facing towards the society will take in "fresh blood" for the civil service system and improve the running function of our country.Examination system includes:qualifications,examinations,examination organization, examination procedures.The third part:the Hebei province government functionary examination system has absorbed the scientific and reasonable part of the domestic and foreign civil service examination system,which result in obvious benefits.However,there are still some problems in the implementation process.For example,the civil service examination system is not yet perfect,lacking of the true sense of justice;meanwhile,examination procedures need to be adpated to the rality.At last,the supervision and law of the civil service examination system also asked for further improved,such as:the lack of recruitment announcement released channel;the limitation of the candidates qualifications;the mediocr of the written test.At the same time,the interview is too subjective and lack of supervision,examination is so casual that controversy often prevail after examination. In a word,examinations system of the supervision system is far from perfect.The fourth part:to tackle the the existing problems and shortcomings exising in the implementation process of the civil service examination system,the author adopts the following proposal:First of all,it is of importance to change people’s "official standard" concept and to change the society ideas refering civil servants occupation as "secure job".If we could strengthen the education and training of civil servants, the civil servants will serve the people better and better.Second,to further mature the Hebei province government functionary examination system,making it more standardized and more scientific is necessary.The Hebei province government functionary examination work should continue to be more open-mind and make the register work more open and fair.Written examination content should be more scientific, which eventually reflect the combination of theory and practice.The interview form need to be more equitable,increasing the candidates for the scenario simulation. The actual work ability should be requirements,so increasing the psychological test and other more comprehensive kind of examination is also in a hurry.Reducing the physical link human factors can boost the assessment more meaningful,rather than a mere formality.We will continue to enrich and improve our existing talent evaluation technology applying in the national civil service examination work,with the civil service examination work ceaselessly going ahead and making greater progress.Finally,because of the poor laws and regulations concerning civil service examination system,the civil service examination management need a perfect legal system.Strengthen supervision rooted form effective supervisory mechanism guarantee a well-performed supervisory functions in the recruitment process.Civil service strictly according to legal system operation test system of employment is both a theoretical and practical problem,so the choice of methods is very important.This paper focus on data collection basis,mainly using the comparative research method,the method of empirical analysis,the method of literature analysis.This methods throughout the study from beginning to end is a powerful weapon and necessary assure,making research to be successfully completed.
