Judicial Reform In The View Of New Public Management

China opens a new starting point for judicial reform, and the world are engaged in judicial reform in order to meet the public demand for judicial justice. The 18th National Congress of the CPC clearly and comprehensively promotes the rule of law, the third plenary meetings of the 18th CPC Central Committee points out that the construction of the Rule of Law in China, need to deepen the reform of judicial system, at the same time the fourth plenary meetings further proposes to improve the administration of justice system and the judicial power operating mechanism, to enhance the building of a law-based society. The people are the creators and promoters of the main historical, grassroots workers that struggle at the forefront are main force in policy innovation. The ecological level in rule of law at the grassroots courts affects the overall direction of the court. That allowing the people to feel the fairness and justice in every judicial case, is inseparable from the grassroots people’s court trial team building.This paper summarizes the current research of the two directions of judicial reforms and comprehensively analyzes a series of questions that include the tendency of the current judicial administration, serious brain drain, lack of credibility and unscientific assessment mechanism In the field of Justice, clearly points out the goal of judicial reform Combined with the content of fourth plenary meetings of the 18th CPC Central Committee. Rome was not built in a day, the use of top-level design thinking has been applied to gradually resolve the judicial reform, but the bottom-up forces are also essential. Review the course of the movement of new public management and the process of our country’s government hospital reform and Court reform, so as to rediscover new public management. All roads lead to Rome, in view of the new public management movement showing the effectiveness, by introducing the principle, basic strategies and methods of the new public management movement, this paper expounds the portability of new public management in the field of judicial justice, and defines the new public management methods as one path of the judicial reform in the field of the grassroots courts trial team building.In this paper, the author of the grassroots courts as samples, trying to use the new public management tool to explore the grassroots courts trial team building. Trial team building is not only limited to the judges no longer, but also includes judicial auxiliary staff, which is one of the innovations of this paper.
