Research On Local Government Performance Evaluation System Under The Vision Of Green GDP

Government reformation is a major trend of the world today, and improving performance is always the target of government reformation.The practice foundation at present the government performance evaluation in our country, from the central to local governments, local government leaders at all levels attach great importance, bold experiment, created a lot of practical evaluation model,and absorbed many theoretical method, has achieved some positive results.But in general, the evaluation index system is rooted in the basis of our reform and Practice on the one of the best performance of the government, also need long-term arduous theoretical and empirical research.History is always in the contradiction of dialectical development.The modern industry civilization brings progress at the same time, also has brought many problems of energy, resources,environment and other aspects.In order to adapt to the development of economy and the change of social environment, government performance evaluation is gradually introduced into the "green GDP" accounting.Green GDP theory is the inheritance and development of the Marx doctrine of ecological civilization, and it is the enrichment and development of Marxist ecological view, innovation of Marx, which has the value of the times.The implementation of the index system of local government performance evaluation of green GDP will let local governments and leading officials to re-examine the development mode and development potential.Based on this objective reality, combined with the concrete practice of the first Beijing-prone areas of performance evaluation, analysis of the current local government performance evaluation system problems and their causes, and the corresponding countermeasures.This paper is divided into six parts.
