Based on the concept of modern democracy,all the actions of the government lie in the pursuit and Realization of people's happiness.However,the rapid economic growth has not brought about the sustained growth of happiness as people wish.Many unreasonable social problems,such as the excessive gap between the rich and the poor,the deterioration of the environment,and the imbalance of economic structure,are affecting people's lives.The government needs to make continuous efforts to adapt to the new challenges brought about by the changes in the new world order and respond to the value needs of the society and the public for the government.As the direction of local government behavior,government performance appraisal is an important tool to improve the efficiency of government work and the quality of government service.After the market-oriented management tools originated from the private sector are introduced into the field of public management,it often causes the government to deviate from the value pursuit of public interest and fairness,and put emphasis on efficiency but neglect fairness,which affects people's sense of gain and happiness.As the carrier of government performance management value orientation,performance appraisal index has been widely concerned by scholars at home and abroad.Although the academic research on local government performance management index system continues to deepen,the balanced value orientation of evaluation index still restricts the achievement of local government performance management in China.Based on the representative cases,this paper selects the high-quality development monitoring and evaluation index system of a province divided into districts to study the value orientation competition and balance.The per capita GDP and regional development and people's livelihood index(DLI)of a province are in the forefront of the national provincial rankings,and it is one of the provinces with the highest comprehensive development level in China.From the law of economic and social development,a province has the foundation to move forward to a higher level of development.Based on the above background,a province in recent years,closely linked to the key words of "high quality development",promotes the comprehensive transformation and upgrading of the value orientation of local government performance evaluation system,which will provide practical reference for us to further understand the competition and balance of the value orientation of local government performance evaluation indicators.The main part of this paper consists of five chapters.The first chapter defines the relevant concepts of government performance evaluation,and analyzes the appropriateness of principal-agent theory and incentive theory in government performance evaluation.The second chapter combs the evolution process of local government performance evaluation system since the reform and opening up,focusing on the evolution of value orientation behind the performance evaluation system.In the third chapter,taking the high-quality development monitoring and evaluation index and weight design of cities divided into districts in a province as an example,it analyzes the competition and balance between the fair value and the efficiency value in practice,and points out the value presupposition of the provincial local government in the context of high-quality development.The fourth chapter takes the reconstruction of the value orientation of the provincial government as the breakthrough point,analyzes the realistic dilemma of fairness value and efficiency value to achieve the balance at the level of the next level government,and explores the essential reasons for the value imbalance from the three levels of value,system and technology.In the fifth chapter,aiming at the causes of the imbalance of the value orientation of local government,it puts forward the optimization path to realize the balance of fair value and efficiency value of local government performance appraisal from three aspects of value balance,system improvement and technology realization.
