Research On Government Performance Evaluation In China Based On The Philosophy Of Green Government

With the continuous improvement of social awareness of the environment, people's concern about environment protection to consumer products and expectation towards environment governance of government are higher and higher. People treats government agencies as not only the management body of one country, but also institutions that has a major influence on the environment requesting government agencies to set a model in the environmental construction. Government agencies should positively establish an environment management system, seeking "green" operation which gives birth to "green government".Starting with discussing and analyzing the concept of green government and based on the breakthrough in the mode of government performance assessment study in the past, this dissertation points out government departments should not only strengthen its own internal environmental management but also pay attention to the transformation of governance philosophy adhering to sustainable development and initiatively undertaking responsibilities of the green transition of social and economic development. This was followed by analysis of the current focus on the defects of China's government performance evaluation trying to systematically build theoretical system of Chinese government performance evaluation based on the concept of green government. Green government performance evaluation system is designed to be a long-term vision to establish a set of open and competitive mechanism of public resources allocation through the effective performance information provided to guide the effective allocation and the rational flow of public resources and starting with the guiding and regulating of government behavior, this mechanism is set to promote the green transition of our government promoting construction process of green government.At present, both in developed and developing countries, green government are newly emerging and relevant research work is still inadequate. Therefore, study on green government has a certain theoretical and practical significance.
