In recent years, as maritime perils and air crashes occurred frequently, it is particularly important for timely search and rescue of people in distress. Countries pay more attention on the coordination and cooperation of maritime search and rescue. Yet in the EEZ, the special water, different countries are facing some legal problems in the process of the implementation of search and rescue and of cooperation efforts. For the levels of development of search and rescue differ from country to country, it is imperative for relevant countries to establish an effective search and rescue cooperation mechanism in order to improve the level and efficiency of search and rescue in EEZ.The first chapter introduces the general theory and legal basis of search and rescue in the EEZ, such as the specific connotation and nature of search and rescue in the EEZ, and make comparative analysis of the search and rescue in the EEZ and other similar systems and similar activities.The second chapter analyzes the legal problems in the jurisdiction of search and rescue in the EEZ and the difficulties faced by those who implement search and rescue in waters without demarcation and explain the responsibility and compensation problems.The third chapter expounds the basis and necessity of closer coordination and cooperation of all countries in the EEZ. Then explores the form and procedure of bilateral, multilateral and regional international cooperation and also discusses the international coordination and cooperation of search and rescue efforts and expenses and proposes solution schemes in order to facilitate the establishment of the connecting mechanism of search and rescue in the EEZ.The fourth chapter analyzes some legal problems and institutional defects of Chinese search and rescue in the EEZ and all the sea areas in China. Then it puts forward some reasonable suggestions to improve Chinese legislation system and legal mechanism so that our country can set up a national search and rescue mechanism in connection of the international cooperation mechanism.
