| Tianjin Port is an important strategic resource of the country.It is the maritime gateway of the Beijing-Tianjin-Hebei region and the "Three Norths" region,and the main outlet for the Xiongan New Area.It strives to build a world-class smart port and green port,and its vitality continues to increase.With the increasing frequency of water activities,the maritime safety situation is also facing increasing pressure.Dongjiang Port Area is an important part of Tianjin Port’s "One Port and Eight Districts".It has a large water area and a complex navigation environment.Cruise ships,container ships,passenger ships,offshore oil platforms,sand and gravel vessels are intertwined and open to navigation,and various water work industries.The tourism industry in Beitang and other places has mixed good and bad,and the risks and hidden dangers are intertwined and complicated.Once a ship has an emergency at sea,it needs to conduct maritime emergency search and rescue.In addition to search and rescue,maritime emergency search and rescue will also involve maritime pollution prevention and control,medical rescue,traffic flow organization,and the aftermath of the victims.It requires local governments,maritime affairs bureaus,fisheries and fishery bureaus,maritime police bureaus,and rescue and salvage bureaus.,Public Security Bureau,Emergency Management Bureau,Coastal Safety and Security Bureau,enterprises and non-governmental organizations and other departments and social forces participated and cooperated closely.However,the organization and affiliation of all parties involved in maritime search and rescue are unstable,and they are prone to difficulties in command and coordination,poor communication and sharing of information,and ineffective coordination in rescue operations.In particular,the coordination of maritime search and rescue forces under the direct control of the central government and local units is more obvious.The emergent nature of maritime search and rescue requires efficient cooperation to ensure the success rate of rescue.Maritime search and rescue is an action that the government coordinates all public and private resources,performs distress monitoring and communication,carries out search work,determines the location of people in distress,and transfers them to a safe place.Maritime search and rescue work cannot be separated from the support of public management theory and emergency management theory.Starting from the theory of collaborative public management and emergency management,this paper sorts out the trust relationship,information sharing and cooperation among maritime search and rescue departments,and systematically expounds the current maritime search and rescue forces of east Xinjiang Maritime Search and Rescue Sub-Center and the current situation of departmental cooperation in the search and rescue responsibility area.At present,there are some problems in the coordination of east Xinjiang Maritime search and rescue sub-center,such as lack of reasonable standards,unclear coordination responsibilities of search and rescue departments,insufficient construction of maritime search and rescue facilities,and poor communication of coordination information.The reasons behind the current situation are analyzed,and it is found that the main reason is the fragmentation of the preparation of maritime search and rescue emergency plans.Unreasonable legal system and rules of cooperation,lack of cooperative search and rescue information platform,lack of cross-department coordination ability,etc.Finally,from the perfect legal system of complete and efficient cooperation,improve the working mechanism of collaboration,the efficient information platform of construction coordination,promote the development of search and rescue infrastructure and power,strengthen the training of the co-ordination and cooperation on five aspects to improve east sea rescue sub-center countermeasures of maritime search and rescue department coordination,constantly improve the level and efficiency of maritime search and rescue work. |
