Urban transport, as the arterial system of a city, is closely related to the acceleration of urbanization, the urban functional layout and residents travel..In recent years, with the rapid development of economy and the fast-paced process of urbanization, the existing traffic carrying capacity and operation ability have failed to meet people’s growing needs for the rare land resources and traffic resources, which result in serious urban disease. Most of the cities in China are suffering from different levels of traffic congestion. It not only affects the urban operation efficiency, increases the social opportunity cost, but also declines the city’s original vigor, causes a great waste of social resources and restrains the rapid growth in economy; meanwhile, it also makes the city environment and energy problems even worse. Effective and scientific traffic management has become one of the bottlenecks of the urban development; besides, it is also the test of the government’s ruling ability and responsibility.With the deepening of industrialization and urbanization, the urban traffic congestion has become the main problem to be solved in the process of urban development, including some developing countries. The increasing serious traffic congestion has become a globally intractable problem. Although China is still a developing country, with the growth of China’s economy, the advancement of urbanization, and the increasing number of motor vehicles, especially the private cars, the road load and energy consumption are increasing and there exists many potential risks. The traffic congestion has confined the urban development in China, especially in megalopolis and large cities. The urban traffic order is of practical significance to the urban modernization, the healthy development of economy, and the improvement of the residents’ life quality. As the driving force for the urban development, the traffic is of importance for the urban development planning. In this study, it aims at understanding the features and shortages of the previous traffic control modes and expanding the ideas to put forward a new mode for solving the traffic congestion, through an analysis on the typical traffic control modes at home and abroad, trying to form a comprehensive mode for solving traffic congestion.In this thesis, it integrates the current urban traffic regulation, traffic regulation theory and the policy of public service in our metropolitans from the perspective of a comprehensive governance analysis, takes the intelligence urban traffic as foundation, analyzes the typical traffic control modes at home and abroad, and explores the substantial causes for urban traffic congestion. Thus this study aims to explore the method to solve traffic congestion and construct a new and comprehensive traffic control mode for megalopolis and large cities. In this paper, through theoretical analysis on urban traffic congestion, it clarifies the role that the government plays in public administration and public services, and proposes that it is the right solution to take comprehensive measures by relying on the scientific decision-making of the Party and government, and attracting extensively social participation.
