As the saying goes, traffic good, city good. With the rapid development of social economy and the increasing improvement of people's living standards, urban traffic management,as a livelihood issue closely related to people's production and life, has gradually become one of the core issues of modern urban management. With the domestic many second and third tier cities,Nanchang as Jiangxi provincial capital city and the province's political, economic and cultural center in the rapid urbanization and motorization development situation,is in the subway, urban expressway, bridge structures, such as a series of large key municipal engineering construction key period, the peak level of urban road unobstructed or not and the size of the urban traffic management performance,is directly related to the vital interests of the broad masses of the people's.It is not only the established policy of Nanchang municipal party committee and government for a long time, but also one of the key points of daily work of traffic management departments to control traffic congestion in rush hours. In recent years, with the continuous improvement of the level of urban road construction in Nanchang city, the number of motor vehicles, motor vehicle drivers and road traffic mileage are increasing year by year, and the situation of road traffic congestion is increasingly complex. The traffic congestion in Nanchang city is staged and localized.Traffic jams are mainly concentrated in the morning and evening commute, holidays time.At the same time, with the continuous improvement of urban functional zoning and the continuous renewal of urban structure,Nanchang city is attracting more and more foreign population to work and travel, which also results in the continuous expansion of urban geographical scope to a certain extent. However, due to the imperfect road network structure, lagging infrastructure construction, historical problems of road planning, and weak awareness of citizens' compliance with traffic, the overall development of urban traffic in Nanchang city has been far from meeting the current needs, which has caused certain constraints to the overall development of urban management.According to statistics, the current resident population of Nanchang more than 5.4 million people, the city's average jurisdiction of each traffic police about 1.5kilometers of road, nearly 800 motor vehicles,non-motor vehicles about 1,300.The ratio of traffic police to population is about 4.5/10,000,so the actual needs of traffic police force and traffic management are seriously incompatible. In order to better solve the increasingly prominent contradiction among people, vehicles and roads in the roadtraffic system of Nanchang city, and to control the traffic jam in the peak period of Nanchang city, which is a "stubborn disease" in modern cities, while constantly planning the long-term development strategy of the city,it is more necessary to seek practical solutions to the current situation. This article through to Nanchang peak hour traffic congestion as a case study, the study of traffic congestion management at home and abroad related research and summarizing the information about the academic reference,on the basis of detailed analysis of the present situation of Nanchang rush hour traffic and the cause of rush hour traffic jams, summarizes several countermeasures suitable for Nanchang traffic congestion problem. On the basis of rational planning of the layout of urban functional zoning, effective measures such as improving the competitiveness of public transportation, vigorously developing transportation science and technology, enhancing the administrative management ability of urban transportation, and strengthening the guidance of standardized transportation culture are proposed to further improve the traffic congestion in Nanchang.
