The Construction Of Personal Information Protection System In The Internet Environment

The next generation of internet technology like big data, cloud computing, internet of things and mobile internet is deeply changing economic development model and productive lifestyle, even influencing social development pattern. Information has become a powerful motivator to push transformation of economic society, achieve sustainable development and promote comprehensive competition of countries across the globe. Internet security and information construction have been promoted to be national strategies. Electronic Commerce and mobile payment have been widely used and all aspects of people’s life are closely related to the internet. Since personal information is transmitted on the internet in the form of the number symbols,a great quantity of sensitive information and data will probably be exposed, stolen, tampered or forged during the procedure of saving and transmission, thus social conflicts of interest about personal information are increasingly rising. Although criminal cases of personal information disclosure are increasing in recent years, the legislation and mechanism of personal information protection in our country are lagging and inadequate, industry regulation is ineffective and citizens lack the awareness of information protection which lead to bad personal information protection. Defending personal information security and protecting the legislation of personal information are urgent.This article is to propose the construction of our personal information protection system by drawing ideas from specific systems and measures of personal information protection in advanced countries and regions. Clearly establish the right to personal information, make the system of legal protection, strengthen self-regulation, set up specialized oversight body of information and constructing the mechanism of punishment for compensation to generally construct our system of legal protection of personal information. This article is not intended to discuss all the aspects of personal information protection but to consider how to safeguard the legitimate rights and interests of natural persons and promote the circulation of personal information freely, orderly, safely and the exploitation legally.
