The Study On Evaluation Index System Of Urban Emergency Management Capability In China

In this paper, the author has studied an index system for evaluating capacity of city emergency management,including the followings:Firstly, the author has set out the research background, purpose, content and technique method,etc. And both the foreign and domestic status of research are introduced in detail.Secondly, the author has illustrated concepts and theories related city emergency management, which lays the theoretical foundation for the establishment of index system for evaluating capacity of city emergency management.Thirdly, generally comparing evaluation models and evaluation methods of much emergency management capacity, the author finally chose the Three-stage model for city emergency management and the Analytic Hierarchy Process(AHP) of Delphi for analysis.Fourthly, by analyzing index system for evaluating capacity of city emergency management at home and abroad, and choosing more applied and more mature index, the author has established the preliminary index system for evaluating capacity of city emergency management, and then modified it by the AHP of Delphi, thus determined the final evaluation system and the weight of each index.Finally, putting the constructed index system into examples and using the AHP of Delphi, the author has got the current situation of evaluating emergency management in Chengdu, which provides some suggestions and references for bettering its emergency management.On the idea of using the System Theory, the paper generally follows the rules for combination of theoretical research and practical application, integrated approaches and analytical methods, qualitative analysis and quantitative analysis; On the basis of a lot of reading literature and consulting experts, the author has developed an index system for evaluating capacity of city emergency management, which is more scientific and rational, and more suitable for China cities; With the help of AHP, the author has worked out the weight of each index and their sequences, and grasps the capacity of city emergency management from the whole. At last, the author puts his achievement into practice, analyzing countermeasures and suggestions to improve the public emergency capabilities in Chengdu.At the end of the paper,the author summarizes the results of these studies, explores the issues that need further study and indicates the direction of future research. As an attempt of research and discussion, and the author’s ability and actual limits, there are still some shortcomings and deficiencies in this paper, it needs further study and discussion in the future.
