Research On Emergency Management Of Rail Transit Emergencies In Xi'an

As a national central city,xi 'an,an international metropolis,is gradually growing,and its urban framework is expanding day by day.It urgently needs to build an integrated urban transportation system that integrates safety,convenience and environmental protection,especially to meet the key role of rail transit in the internal and external links in the urban transportation system.Rail transit will provide convenient roads to support the development of two cities and one district in the same city,to establish a gathering place of peripheral industries and to establish a rapid connection with the central city,which will have an important impact on the growth of xi 'an city.Therefore,taking rail transit emergency management as the research object and promoting the healthy development of rail transit industry is a thing that benefits the country and the people.We should not only study from the Angle of emergency management,and to summarize the other urban rail transit emergency management experience,improve the ability of emergency management,xi 'an rail transit form the optimal scheme,in order to meet an emergency condition can be treated methodically,would reduce losses to a minimum.This paper analyzes the emergency management of xi 'an urban rail transit based on the emergency of xi 'an subway.The author through the literature analysis method,comparative method,combining the theory of crisis management theory,risk society and public governance theory,Delphi method was used to construct the xi 'an railway traffic emergency management research of index system,and chooses the analytic hierarchy process,the index data of xi 'an rail transit for further research and analysis of emergency management,find the xi 'an railway traffic problems of emergency management.From the domestic selection of Beijing,Shanghai,Guangzhou,three urban rail transit emergencies for example comparison,found that we can refer to the experience of dealing with such incidents.The possible problems and risks in emergency management of the sudden occurrence of urban rail transit in Xi 'an are proposed and solutions are proposed.Aiming at xi 'an urban rail transit emergency management can make some contributions.
