The ecological environment, as a kind of public product, has obvious characteristics of externality. Environmental issues which are not limited to artificial administrative boundaries have obvious characteristics of entirety. Since the reform and opening up, the rapid economic growth has led to serious "ecological deficit", the strengthening of regional economic integration also brings up regional environmental problems. Individual local government cannot solve the environmental problems involving the interests of the whole basin because there is independent natural social, economic, ecological relationship in the upper, middle and lower reaches. It is needed to solve the water problem such as pollution that acting with united strength among local governments and constructing the cooperation relationship in the transverse local governments. However, there is a contradiction between the entirety of regional environment and territorial management in practice. How to break the fragmentation of watershed management and establish the cooperation conforms among the local governments is vital to realize the goal of environmental collaborative governance.This thesis intends to select the governance of Xiaoqing River as an example to discuss the problems of local government cooperation. On the basis of understanding the cooperation in Xiaoqing River Basin’s governance, the role of the local governments’ cooperation is grasped, the existing problems and the reasons of local government cooperation in the governance of Xiaoqing River Basin are then analyzed. Finally suggestions to realize the effective governance of Xiaoqing River are put forward.The first chapter combs the theoretical basis of this paper systematically, expounds the connotation and defect of fragmented government, summarizes the background and connotation of Holistic Governance, combs the development of intergovernmental relations. Then the agreement of using holistic governance theory to solve the problem of cross domain environment governance is analyzed.Then the present situation and characteristics of local government cooperation in the process of environmental governance of the Xiaoqing River Basin is analyzed through the case analysis. The characteristics of local government cooperation are summarized on the basis of overviewing the local government cooperation in the process of river basin management.After that, the fragmentation of the local government cooperation in government of the Xiaoqing River Basin is analyzed from the fragmentation of value and concept among the local governments, the fragmentation of distribution structure of resource and power and the fragmentation of policy making and execution. In the meantime, the cause of watershed government fragmentation is analyzed from three aspects:the lack of pressure type administrative system, split type management system and institutional guarantee mechanism.In the last part, the focal point and foothold of the full text is concluded, which is also the response to the origin of watershed government fragmentation in the third chapter, aiming to build integrity cross-domain environmental governance system and to achieve local government cooperation in the process of environmental governance from the aspects of cultivating the coordination cognitive concept; establishing multiple cottaborative main body; deepening the collaborative operation mechanism.
