The Strategic Choice Of Intergovernmental Cooperation In Domestic Cross-Domain Governance

Entering the 21st century,with the development of economy and the flow of social resources,public affairs in our country gradually appear across the governance with the characteristics of mergence and diversity.Also,common problems encountered by local governments are constantly beyond one single category one government's duty.Considering that the enhancement of Chinese citizens' civil consciousness,the increase of demand for public services,the higher standard of public service and the emergence of supervision for government administration,it is necessary for government to set up a higher sense of responsibility and a higher standard for the execution of government decree to satisfy people's increasing demand.But due to the regional segmentation of the administrative system in our country,for some of the regional public problems(e.g.,education problem,air pollution,environmental protection,etc.),based on local interests,local government are unable to make effective efforts,to solve joint governance problems,which caused the" tragedy of public" and "collective action dilemma".Based on above understanding,this article are going to critically analyze regional cooperation between the government from the new regionalism.In order to solve regional problems,based on Richard c.Mr Walker's system of collective action,through investigating cost,benefit and other factors in government cooperation,we can get a conclusion about how to balance the cooperation in local governments which have a competitive relationship.Simultaneously,we can achieve the goal of regional work through the establishment of a set of common work system.The article mainly divides into six parts:the first part is introduction,where mainly introduced the research background,research methods and research significance;The second part is introduction of the core concept and literature review,which contains the"regional governance","cooperation" between the government on two core concepts,and looking up the related essay to review and criticize.The third part introduces the institutional framework of collective action,from individual to collective action theory and organization theory and discusses the theoretical foundation of the institutional framework of collective action,from the determinants and the cooperation mechanism summarized the path on the solution of the collective action dilemma,and at the end of this part,this part also discusses the application of this theory,and its applicability in China;The fourth part discusses the status quo of domestic intergovernmental cooperation,influence factors and difficulties,and introduces the present situation of the regional government cooperation pattern aspect from the political,economic,cultural,social and other aspects.This paper expounds the factors that influence the cooperation and discusses the influence the strength of the geographical factors and levels.Also,from the external incentive constraint mechanism,the internal contract spirit two aspects analyzing the nature of the collective action dilemma;IN The fifth part,by using cases to analyze the dilemma of bohai sea water pollution treatment,ranging from the institutional background,the transaction cost,cooperation risk,to system supply;The sixth part summarizes the conclusions and the shortage of this essay.
