The theory of holistic governance emerged in the late1990s, which was set to beamending fragmentation problem brought by new public management movement andproposing an alternative theory, pioneered by the British scholar Perry6. The holisticgovernance theory advocates the integrity of the operation within the governmentagencies and departments, and the actual needs of citizens as a fundamental startingpoint and end point. It is based on coordination, integration and responsibility mechanisms,and trying to make full use of information technology to integrate governmental levels,functions and relations between public and private sector. The core of the theory is toachieve Inverse fragmented governance, one-stop shop to reshape public liability,re-integration, cross-sectoral collaboration, and actual results oriented, co-ordination andintegration of its core values embodied.Holistic governance theory originated in Western countries, has already had a widerange of practical basis. The same time, from the view of domestic rise of the theory boom,it does have a certain significance and practical value. Although the differences in nationalinstitutional determine the path of reform are different, we should be careful when citingWestern theory in to our country, after finding out the fact that both the developmentcontext of the theory and the practical application of the theory are all share similaritieswith our government’s reform practice.In recent years, with the deepening of reform and opening up, the autonomy of thelocal governments continued to expand; there are more and more complex ties betweenthe region intergovernmental relations. Coupled with vague position of our governmentrelationship with the market, leads to serious administrative fragmentation problembetween horizontal relationships in local government: fragmented, sectionalism, rightabove the law, these problems seriously undermines the government’s ability to reducethe credibility of the government is not conducive to the overall performance of thegovernment to play. Only through the re-integration of the relationship between localgovernment departments, in order to maximize the effectiveness of the integration of localgovernment departments, public services to provide the most effective and real people.Therefore, to rationalize and development of horizontal relationships between regionalgovernments to promote the healthy development of relations between China’s localgovernments have important theoretical and practical significance.This paper argues that the integration of the relationship between holisticgovernance theory advocated by government departments, results-oriented government, inter-departmental cross-functional boundary governance, civic life events as a startingpoint to establish the concept of one-stop services, guiding the administrative system intransition of Chinese design and arrangement of the relationship between localgovernment departments to provide a solution to the direction of thinking of a futuregovernment reform, has a certain reference and guidance. Paper from the perspective ofholistic governance theory, to establish an integrated budget, an integrated informationsystem, build the risk shared responsibility mechanism, to build trust mechanism, severalaspects of the transformation of administrative culture, explore the coordination ofpromoting the relationship between local government departments in China andintegration strategy.
