For a long time, the administrative law enforcement and supervision of the local state authority organs have been rather weak, and the reason lies in that the leading cadres of the Standing Committee of the People’s Congress are not strong enough (seeing from the statistics data, there are a few provinces which don’t have leaders of the People’s Congress who have become the members of the Party Committee or the Standing Committee) and the permeation of corrupt factors as well as the randomness which exists in the work of the administrative law enforcement and supervision of the National People’s Congress. Improvement measures are as follows:the local Party Committee must arrange the "second figure" in the Party as the director or the executive deputy director (if the party secretary holds an additional post of the director) of the Standing Committee of the People’s Congress, so as to conform to the legal status regulated by the constitution. The Party Committee should lead the state authorities in the form of Party groups. The authorities should increase the workload to an appropriate level and strengthen the degree of the inspection work; establish the mechanism of supervision and stimulation and enhance the motivation of the inspection work; fully give scope to self-advantages, use collective force to monitor administrative law enforcement, and treat each supervision seriously, making each supervision need to be considered, decided and published seem as legislation does. |
