The Study On The Change Of The Supervisory System Of Provincial People’s Congress Standing Committee(1979-2016)

In the fore 20 years, supervisory system of the People’s Congress experienced tortuous development, its development was limit generally. Since 1979, the People’s Congress supervisory system has begun to develop gradually, after 30 years, important changes have taken place. As highest level of the Local People’s Congress, the Provincial People’s Congress and its Standing Committee, some big changes has taken place in the aspect of supervisory system. In terms of surveillance, the higher the level of the People’s Congress, the power of supervision the greater, the power of Provincial People’s Congress and its Standing Committee is the biggest of Local People’s Congress. And, the Standing Committee are the main force in the performance of the power of supervision,therefore, this article selects the supervisory system of the Provincial People’s Congress Standing Committee as the research object. In addition, the Supervision Law was been enacted in 2006, make clear and regulate the supervision work of the Provincial People’s Congress Standing Committee, supervision system has entered a new development stage. And, in recent years, with the special inquiry development in common in the Provincial People’s Congress Standing Committee, the supervision function of the Provincial People’s Congress Standing get further development, it is necessary to make an analysis of its development and causes. Therefore, this paper takes the Provincial People’s Congress Standing Committee as the research object, tries to analyze the system changes since 1979, and analyzes the reasons and the driving force of this change.The first part and the second part use the structure- function method to analyze the important changes of the Supervision System of the Provincial People’s Congress Standing Committee from 1979 to 2016. The first part analyzes system structure, namely in terms of organizational structure, procedures and rules of system development, from the aspects of the structure to analyze the supervision system of Provincial People’s Congress Standing Committee; the second part analyses the function strengthen of the supervision system of Provincial People’s Congress Standing Committee, from legal supervision and work supervision to reflect the development. Structure changes have brought the beneficial changes of function, the strengthening of the function also promoted the improvement of the structure. The third part analyzes the reason and motivation of this change of Provincial People’s Congress Standing Committee, the Communist Party, the political elite, and the National People’s Congress from the roof system to promote the development of the supervision system, the Provincial People’s Congress and its Standing Committee has played a positive role, and social and economic development are put forward for the development of supervision system of Provincial People’s Congress Standing Committee, become its continuous dynamics of institutional change.
