The administrative cost has always been the public attention, in recent years the local government administrative costs in China show growth speed, high consumption trend. The eighteen National Congress of the CPC report stressed that "in accordance with the establishment of socialism with Chinese characteristics, administrative system, and further promote the separation of government from enterprises, from politics endowment apart, separating the functions of government, society, the construction of service-oriented government functions, structure optimization, clean and efficient, the satisfaction of the people, strictly control the organization, reduce the number of leadership positions, reduce administrative cost". Thus, the new session of leaders to resolve administrative cost control.Since 1978, the administration costs of China’s local governments have grown extraordinarily The growth which exteeds that of GDP and government income,leads to the fait that the growth of the burden of administration costs per capita exceeds the growth of per capita disposable income of urban families and per capita net income of rural families. The huge administration costs of local governments increase the financial burden, and affect the image of local governments, what’s more,they are serious impediment to the improvement of administration efficiency of local governments.On the basis of the empirical investigation and analysis to the administration costs of China’s local governments,this paper finds that the structure of fiscal expenditure is unreasonable in the administration expenses of China’s local government; there exist excessive administration staff and high wage costs; government agencies are bloated and administrative operating costs are high; administration costs are not standardized and wasted seriously;and the problems of administrative decision-making errors and loss of costs. To these problems’ the paper also investigates the reason for the high administration costs of local governments from the concept of local governments, institution settings, systems, mechanism, etc.With regards to this,with our national conditions and in view of the problems in the administration costs of local governments, this paper puts forward such methods to control as follows : the concepts of administration can be reshaped; the administration cost-consciousness can be strengthened; implementation of administrative reform can effectively curb administration costs; The use of "lean philosophy” and other methods to control the local government administrative costs of the specific ideas and approaches.
