Agriculture, rural area and farmers have always been the fundamental problem of the socialist revolution, construction and reform. Without the accumulation and support from the agriculture, there can be no industrial development and national independence. The stability and well-being of rural farmers contains the progress of the whole society to build a comprehensive and well-off society. "Three Rural Issues" is the core and foundation of all problems in China, whether it is from the historical point of view or from the world. This paper tries to find the new changes of "Three Rural Issues" which starts from the Eighteenth National People’s Congress began. Combing with the new situation of the economic and social development of the whole process to analyze the origin and the solution.Firstly, depending the overall situation of national development which stars from the Eighteenth National Congress of CPC, the paper elaborates the changes of "three rural" development with the historical background of the new period in four angles,which are the transition of economic structure, promotion of social management, spread of urban and rural and labor migration. The root reasons are historical policies and institutions. Then the paper analyzes the changes from different levels to get the outstanding performance of the "three rural" issues. They are the difficulty for farmers’ income; modern agriculture lags behind in the development process; the slow development of rural social undertakings; lacking of farmers’ rights; rural maintenance problems. Depending on the issues the paper puts forward the solutions, which are doing everything possible to increase farmers’ income; using science and technology to guide the development of modern agriculture; Promoting rural education, health care, public facilities and other social programs; Abolishing the discrimination and establishment of farmers rights protection mechanisms. Governments, communities and families should solve the problem of rural young and old-ages’ maintenance problems together.
