The Research Of Rural Road Management And Maintenance System

Rural road is an important part of highway network in China, and the basic guaranteefor the development of rural economy. At present, China invests heavily in publicinfrastructure construction. With the shifting central, provincial, municipal attention to publicbasic infrastructure constructions like railways, highways, airports, etc., there is a new climaxfor the public infrastructure construction in our country. Rural roads as “the last kilometer” ofhighway network in our country develop rapidly, which not only brings convenienttransportation but also tangible economic benefits to the people. No wonder that rural roadsproject become the highly praised as “popularity-winning project” and “people-benefitedproject.” But, despite the rapid development of rural roads construction, there are manyproblems existing in the rural road construction in Sichuan Providence, such as, unclearplanning for development and maintenance, extensive planning, inadequate funds, lowconstruction standards, undeveloped systems and mechanisms, backward management modes,development lag in transportation development and so on. People who are familiar with theroad construction know this saying well that the road “relies30percent on construction,70percent on maintenance,” which indicates the importance of maintenance in rural roaddevelopment. Sichuan is a big agricultural province, in which rural roads play a crucial role inthe whole road network. Construction of the rural road is an important content of new ruralconstruction, and an important component of comprehensive areal secondary transportationhub construction in Sichuan Province. However, the disconnection between the system ofrural road management and maintenance and the current rural road construction has greatlyrestricted the scientific development of the rural road in Sichuan, new rural construction, andurban and rural development as a whole. Further emancipation of the mind and ideas, and thereform of the system and innovation of mechanism are needed. Viewing from the integration,coordination and sustainability of transportation development, rural roads are like thecapillaries connecting to the main skeleton, the highway. Rural road construction is directlyrelated to the efficiency of provincial arterial highways, the high speed of the highway, andthe improvement of the overall level of the road network. To strengthen the construction ofrural roads is to enhance the optimization of road network structure and coordinateddevelopment, give full play to the network overall function, and improve the ability forcomprehensive service. If there is no timely and necessary maintenance after the completion of the rural road, serious damage will be caused to the rural road, which will not only harmthe government image, but also a huge waste of resource. As a result, the moment a new ruralroad has been put into use, the maintenance mechanism of the rural road, the raising of funds,and how to maintain daily will be the major issues paid attention to, waiting for thegovernment and departments of transportation management to explore and solve. With theprevious research on the rural road management and maintenance in Sichuan province, alongwith my own working practice, I personally think it is completely feasible to solve the ruralroad management maintenance problem through perfecting the system and innovating themechanism.
