The Researches On Citizens’ Internet Participation And Governance Under The Vision Of Public Governance

With the rapid development of internet technology, the cyberspace which uses internet as its foundation already has people’s lives fully engaged in, changing their modes of thinking, patterns of behavior, ways of living, and methods of working. In an unique and fictitious platform like the cyberspace, because of the impulse caused by public interest, public affairs, and public will, it created some new ways of citizens’ political participation, such as internet discussion of policies, internet supervision, internet publicity, internet evaluation, and internet interaction. Thus, citizens’ internet participation has become an important factor of rewriting the process of social governance. The development of citizens’ internet participation not only satisfied citizens’ desire of participation in social governance, but also reduced the cost of the collection of public sentiment by the government, and improved the relationship between citizens and the government. However, internet participation could be a double-edged sword, for that on one hand it helped the development of the civil society, created convenience for citizens’ participation, on the other hand it created many different kinds of problems such as social, political, and safety issues as well. Therefore, to pursue healthy, orderly, quality citizens’ internet participation and a positive relationship between the government’s governance and the citizens’ internet participation could be very important and helpful to building a “governance type” government and promoting “quality governance” altogether.The author intended to reflect on her own work of internet social administration and look for theory guidance for specific and practical work by a) analyzing the theoretical basis of citizens’ internet participation, the present situation and the actual challenges it was facing from the citizens’ internet participation; b) summarizing the practical experience of Jiangdong District of Ningbo in promoting citizens’ internet participation; c) offering suggestions on improving citizens’ internet participation in China under the vision of improving the infrastructure construction of government’s governance of internet, promoting citizens’ internet participation, and improving the positive interaction between government’s governance of internet and citizens’ internet participation.The content and structure of this paper is as follows:The first part is the introduction, including research background, research significance, previous research reviews from both domestic and overseas, research ideas and methods.The second part is from the perspective of governance, internet governance, citizens’ internet participation and other aspects, discusses the related concepts and the connotation, and establishes the theoretical basis of this research.The third part is the analysis of the present situation of the actual challenges it was facing from the citizens’ internet participation, and analyzes the foundation of putting forward suggestions to improve the the governance and citizens’ internet participation.The fourth part uses Jiangdong District of Ningbo as an example, analyzes citizens’ internet participation and governance under the vision of public governance, which includes the analysis of practice and experience of govern on citizens’ internet participation in Jiangdong District of Ningbo, and establishing practical support to propose strategies and suggestions to improve the governance on citizens’ internet participation.The fifth part is the path selection to improve the governance on citizens’ internet participation. Based on the analysis of improving the infrastructure construction of government’s governance of internet, actively promoting citizens’ internet participation, and improving the positive interaction between government’s governance of internet and citizens’ internet participation, the author puts forward the path selection to improve our citizens’ internet participation.The last part is the conclusion of this paper.
