The rapid development of the Internet and media platforms,rapidly changes the interaction and the lifestyle among people.Open network environment,provides the sunlight and soil for public participation;the equality of network communication,provides the possibility for every citizen equal participation administration;the cheapness of network communication,greatly reducing the cost of individual participation in politics;the direct expression of views on network,making the information does not deviate or lost in the delivery process.Blog,Weibo,Wechat,forums and other online communities form a new public discourse space,in which individual voices have been strengthened and amplified.Some of speech even has a direct impact on the administrative and executive officers who holding public authority.Continuous rise of the cyber public participation has played an increasingly important role in the maintenance of civil rights,the protection of the equal right of citizens' political participation,limit the abuse of government power and optimizing government decision.We Media is also a "double-edged sword",how to properly treat the cyber public participation behavior,to achieve good communication and interaction between netizens and government agencies,to make government decision-making departments really get high quality implementation of the results and other information feedback,truly virtuous public participation in politics,to carry out research in this area,in China today,it is very necessary and urgent.This research first describes the background,characteristics and significance,while makes a distinction between domestic and foreign carding in the field of research on the participation of netizens,and reviews related theories and empirical results of this field.Then,focus on the theory of public participation,Cyber Democracy,agenda-setting and political system Theory.Then,Analysis various elements of the participation of netizens,definite the concept of We Media and participation of netizens,describe the subject,object,content of Participation,carve out four types——the type of accessing information,the type of expressing wishes,the type of monitoring,the type of participation in management decision-making.Further discusses the jurisprudential value of the participation,the role of equity in the power balance,shaping civil society and the potential negative function.Thereafter,describe the organization of virtual communities,blog,wechat,government service hotline and other major types of cyber public participation,and analyze the organizational structure of cyber public participation.From both internal and external perspectives,analyze the promoting factors of cyber public participation in We Media era;specifically address the process of the cyber public participation.According to the agenda-setting theory,divide the process of the cyber public participation into four stages:public events formative stage,agenda-setting stage,orderly participation stage and decision implementation stage.Then further analysis of the additive effect between the cyber and the traditional media.In view of the current situation of cyber public participation,assess the effect of participation.On the basis of the administrative system theory,discuss the impact on the administrative system,analyze how the cyber public participation influence the real and how the administrative systems respond,as well as the specific models and results of the interaction between the cyber public and the administrative systems.Using game theory to analyze the game between the government and the cyber public participants,consider that the two sides of the game are repeated games of complete information,which can reach the optimal solution.Only the government holds an open attitude and actively absorbs the views of netizens,interactive communication,active cooperation,can maximize the overall interests of the whole society,can ultimately form a win-win situation.The article also suggest the government which in the internet is highly developed external environment,how to improve governance,build an effective cyber public participation mechanisms in-depth discussions,proposes policy suggestions such as establish a legal and institutional basis to protect the cyber public participation,and smooth the participation channels.Internet can do so much more on politics then just asking about public affairs and anti-corruption.Difficulties at this stage is that,how to build an effective mechanism to enable the rational public opinion have the real effect on the politic decision-making and executive power.Such a mechanism should be smooth and with efficient communication.Government should accommodate and absorb the public opinions with a positive attitude,treat the public as active participants instead of passive recipients.Facing the cyber public opinions,the government can be real calm and rational,and have a more tolerant attitude to the public holding different insights.The public opinions formed on the internet,even some political dissent,even irrational,biased,and if can be discussed and criticized on the internet,rather than simply being overwhelmed swallowed,disappeared,and that is a public spirit of progress,and the power of reason can be respected and believed in this battle,gradually go deep in peoples mind.This mechanism should also be termed and institutionalized.It should be mandatory to strengthen public participation by the force of law,to make public participation to dominate the government decision-making,force the government to take the initiative to discuss solutions with the public,achieve the purpose of real political participation.Finally,besides a sound legal system,it is also important to be actively expanding citizen participation carrier-NGO's development,especially accurate positioning the new carrier which is cyber organization in the virtual world,and strengthen the construction.
