The Evaluations And Enlightenments Of “The Third Way” Social Welfare Thoughts

Last century, with the development of globalization and the emergence of economic stagnation, some welfare States in Europe face to a welfare crisis. Due to a huge social security expenditure pressure, but more serious social problems cannot be resolved, the social security system faces a serious challenge. At this point, the Social Democrats, led by Anthony Giddens proposed "the third way" theory,which provides a new way to reform the social security system.The analysis of this paper from the theory of "the third way" contains the thought of social welfare, with interpretation and evaluation Anthony Giddens and Tony Blair’s thoughts of social welfare.These ideas include the rights and obligations、the positive welfare、social investment country、the importance of education and human resource development and social security system revolutions. Then, put the revolution as practice object, describe the means of medical insurance,endowment insurance, unemployment insurance, education policy and other aspects of the social system reform by the Blair’s government in UK. Finally, this article summarized the successful experience of "the third way" social welfare thoughts and practice,such as change the concepts of welfare, expand the welfare subject, strengthen the welfare responsibility, take more attention at education and the development of human resources,in order to be used to develop our country’s social security system.
