A Study Of The Governing Legitimacy Of The Communist Party Of China

The illustration on the construction of the party in power in the report to the Eighteenth National Congress of the Communist Party of China(CPC) has presented the theoretical exploration of the Party on its construction in the past ten years. Following the guidance of Mao Zedong Thought, Deng Xiaoping Theory, the important thought of Three Represents and the Scientific Outlook on Development, the illustration has realized a great theoretical innovation of the Party, which urges the whole party to strengthen its governance capacity, advanced nature and purity, to adhere to the ideological guideline of emancipating the mind and innovation, and to police itself by imposing strict disciplines on the members of the Party. Meanwhile, the illustration has put forward a requirement to the comprehensive improvement on the construction of the thought, organization, working style, clean government and working system of the Party. In the new era, with Xi Jinping as the general secretary of the Central Committee of the CPC, the Party is carrying out the policy of governing itself tight in an all-round manner according to the blueprint of Four Comprehensives. In order to promote the unfolding of the policy, the Party has made various efforts such as implementing a “mass line” campaign, practicing the Eight Rules of constructing the working style of the Party, combating corruption, rectifying the unhealthy working styles and showing “zero tolerance” to political briberies. But what is the essence of building the ruling party and how to understand its ultimate target? Indeed, all the actions, including strengthening the construction of the Party’s ruling capacity and maintaining the Party’s advanced nature and purity, have ultimately embodied the governing legitimacy of the Party. Actually, the governing legitimacy is the fundamental prerequisite to the possibility of the Party’s long-term governance. Based on the methodologies of politics and sociology, this thesis probes into the construction of the Party’s governing legitimacy and investigates the premises and conditions for the realization of the Party’s long-term governance. Also, the thesis discusses how to establish the Party’s modern governing philosophy characterized by scientificity, democracy and legality. Therefore, we should exert further efforts to study those significant problems such as how to strengthen, consolidate and improve the leadership of the CPC, how to enhance its governing system, transit its governing manner and raise its ruling capacity, and how to promote the governing legitimacy of the CPC and ensure the long-term as well as stable administration of the CPC.
