Featherbedding is the practice of hiring more workers than are needed to perform a given job, or to adopt work procedures which appear pointless, complex and timeconsuming merely to employ additional workers. The term "make-work" is sometimes used as a synonym for featherbedding. As far as the concept of featherbedding in itself is neutral, regulation featherbedding, regulation of a State to what extent is the country’s policy choices.In the United States, with the introduction of the Wagner Act and facing the industry-wide technical substitution change, in order to increase the income of workers or to save jobs, Union-led featherbedding reached its peak size in the 40 ’s of last century, which contributed to the Republicans, represented by conservative lawmakers at the same time actively leading the regulation of featherbedding.According to the labor law of the United States, featherbedding regulations are mainly concentrated at the federal level, which reflects the United States by the Trade Union Act has the characteristics of federalism. The legislative history, federal laws for featherbedding regulation go through stages of antitrust law, special criminal legislation stages and eventually passed the Taft-Hartley Act to the stage of unfair labor practices. This legislative and judicial power of repeated confrontations makes United States laws for featherbedding, there is a character of structural functionalism. Eventually, the principle of collective bargaining with unfair labor practices as complementary adjustment mechanisms of featherbedding has been formed.
