At present, the number of environmental group events has increased sharply. The public tend to express environmental demands by means of collective struggle, causing large-scale violence events. This paper summarizes the behavior characteristics of the public in different stages by selecting 60 cases happened in 2005-2014, in order to find the dynamic development of their behavior. At beginning, the public takes “everyday resistance”, whose threat is not strong. Next, the public tends to express their dissatisfaction via the Internet. In the climax of the event, the public protests by means of Meditation, Petition. Procession and so on, or even worse-“violent resistance” behavior, like beating, smashing, looting, and burning. As the government’s attitude adjusts, the public gradually tends to be more modest, and the event finally subsides. As a form of social conflict, it not only affects the progress of the event, but also affects the public participation. When analyzing the conflict process and the evolution of conflict theory, we have found that mental attitude, the cognitive, emotional, subjective, and practical situational factors, such as group status, behavior, environment all promote the development of the conflict, and encourage the public to take a different behavior at each stage. Finally, this paper puts forward policy recommendations from the perspective of conflict resolution.
