Administration Research On Transportation Integration Of Pearl River Delta

Since the reform and opening up, the transportation development in the Pearl River Delta region has made remarkable achievements, has initially formed a comprehensive transportation system with a variety of modes of transport. But there are also some problems, such as lack of co-ordination of transportation planning and management; the lagging construction of transportation hub, connecting all modes of transport between the close; channel lag, the skeleton of the project construction, the conflict between traffic supply and demand increasingly; capital, land and other factors about transportation integration fast advancing. All these put forward a new demand on transportation integration of Pearl River Delta in the administrative management.At the same time, the development of highway in the Pearl River Delta waterway transportation infrastructure integration is also facing a major opportunity: "the Pearl River Delta region reform and development plan(2008-2020)" proposed to "build a open and modern comprehensive transportation system" and "guidance" proposed "to transport integration as the leading" required to provide opportunities for the development of the integration of transport infrastructure.One important aspect of transportation integration is the administrative management system. This paper first analyzes the present situation of the administrative management system of transportation integration of Pearl River Delta in the province, combing the transportation administrative management architecture, road, waterway and highway, waterway transportation and administrative law enforcement system. Secondly the paper analyzes the transportation integration of Pearl River Delta in the administrative management system, pointed out the existence of vertical and horizontal administrative management, problem management system of highway, waterway, and has carried on the comprehensive evaluation. Finally, to improve and perfect the transportation integration of Pearl River Delta area of administrative management is discussed, and put forward the basic principle and the transformation of government functions and deepening the reform of the management system and puts forward the suggestions on further measures to the Pearl River Delta region.
