The policy analysis, comparative analysis, case analysis and other methods, combined with the purpose of the implementation of the units affordable housing policy, system analysis of troops economic applicable housing, local economic applicable housing foreign armies and housing security mode is carried out, the necessity of troops economic applicable housing construction mainly reflected standardized management in between the economic ability of China’s market economy development and military conflicts, military housing demand larger, troops and found. At present, the main problems is units of affordable housing the current units built mainly, construction mode of traditional management is weak, resulting in construction land use rate is not high, the construction procedures not full, construction management is not standardized, property management to the engineering cost is on the high side, after and so on.
