Since 1998, the economic application of the housing system, have been recognized and implemented nationwide, the system starting hand effectively solved many of the housing difficulties of low-income families,on the other hand,the commercial housing market prices rises to be inhibited by. But with the continuous implementation of the system,the changing of the objective social conditions,the system is more and more can not achieve its creation of the original intention,appear a series such as private leased,disorderly into chaos,the illegal sale of illegal sale, etc.. In the face of these problems,China’s local governments have "give advice and suggestions", "building regulations",the economic application of the housing property rights reform angle made a number of attempts,such as Beijing’s "limited property rights" mode, Hangzhou mode "video simultaneously, " Huaian and Shanghai "common property" mode and so on. These experiences constantly rebuffed, continuous improvement,for affordable housing in the field of system of our country perfect provides valuable experience. Author refer to many academic research results, the final selection of affordable housing a total of property patterns all this into perspective, to improve the application of economic housing system of our country and puts forward some opinions and views. Specifically, this paper mainly from the following several aspects:The first part of the article is to solve the problem of the core vocabulary of this basic definition of the concept, the application of economic housing property mode and its particularity in the subject,object and power distribution,grasp the economic application of the housing and the traditional welfare housing,low rent housing, public rental housing and other housing the system advantage of fundamentally. At the same time,in-depth study of the irrationality of the traditional economic use of housing property rights mode exposed in practice.The second part of the article from the foreign advanced practice in the field of housing security, analyses the UK,Australia total property rights mode,America shared interests in our common property right pattern for reference. At the same time, because China’s local governments in the field also made many attempts, the implementation of economic applicable housing property model of each are not identical,this is for us to study the improvement has provided the reality basis for property rights model. This part will analysis the experience at home and abroad,to provide ideas for improving China’s economic applicable property rights model of the housing system.The third part mainly analyzed the current economic applicable housing in the total property rights mode problems. These problems include: all related regulations are not uniform in the legislative level is low; the relevant rules of fuzzy lead to its maneuverability is not strong; security standards unclear cause withdrawal mechanism loopholes; related system fit does not lead to higher total property model cannot fully promote; imperfect legal system lead to the lack of legal liability etc.. In addition, the analysis is sexual economic applicable housing property also requires the sharing problem we have assigned to the possession and use rights, income rights and burden repair costs, renovation costs and obligations between the protected person and government as the house to be legal and clear.The fourth part of the article, starting the economy of housing for a total of property rights and the occurrence of internal and external legal relations do identification and analysis.
