The Research On Rural Grassroots Governance Problems Of Corruption

Grassroots corruption is undoubtedly the most prominent problems in basic level problems. Analysis of causes and countermeasures research level corruption is important in the rural grass-roots work. The key lies in the construction of grass-roots corruption governance mechanism.This paper selects the Dengzhou city in Henan province founded the "4+2" working mechanism as a case. Through the thorough analysis of the anti-corruption construction in Dengzhou City, to examine the related issues of national rural basic level construction of honest and clean government.Based on the existing research,governance mechanism in grassroots corruption types, characteristics, causes and grass-roots corruption governance mechanism. According to the field of the occurrence of corruption will be divided into: political corruption, economic corruption, corruption, dereliction of duty personnel and organizational class corruption, moral corruption, so that various types of corruption at a glance, and through the interview and case analysis, found the characteristics of rural grassroots corruption, looking for the reason of all kinds of corruption, and focuses on the analysis of the micro causes of corruption: many contradictions between " the official" and "the people", the contradiction between high leadership cadre quality is low and the villagers’ high democratic quality is,between, the contradiction between the evil, clan organization and democratic politics, the contradiction between the grassroots reality gap theory and the books on the grass-roots management system,the contradiction between the real execution scale and grassroots reality. Based on the proposed to build rural grassroots corruption governance mechanism: to promote the government is expected to corruption, institutional reform, the innovation of the operating mechanism of anti-corruption institutions; strengthen the administration according to law, the innovation of the operating mechanism of the legal anti-corruption; strengthening basic democratic operation mechanism,play the role of subjectivity the masses, innovation and restriction mechanism of democratic supervision; linkage mechanism of cooperative innovation corruption everywhere, at all levels and all departments to make corruption, no place to hide and other mechanisms to deal with the basic problem of corruption.Through the above measures, the hope can control mechanism to construct a set of operable specific, effective prevention and cure level corruption, for the grass-roots farmers interest escort, cogent safeguard farmer as masters of the country’s dignity and interests.
