Research On The Root Causes Of Corruption Among Grassroots Cadres And Countermeasures

The grass-roots level is the foundation for our party and the state to govern the country.Grass-roots cadres directly contact the masses and serve the people.Corruption by grassroots cadres harms the vital interests of the people and damages the image of the party and the country in the minds of the people.At present,the corruption of grassroots cadres in China is prominent,and the corruption of grassroots cadres has become the most concerned,most direct,and most realistic issue for the grassroots.Since corruption at the grass-roots level has both the common characteristics of corruption and the characteristics that it is different from corruption at the middle and high levels,it is particularly necessary to study the laws of corruption at the grass-roots level and study effective governance measures based on the actual conditions at the grassroots level.On the basis of expounding the related concepts of grass-roots cadre corruption and corruption governance and the general characteristics of grassroots cadre corruption,this article describes the economics,institutionalism,and sociological explanations of corruption.This paper based on the statistical data on the investigation of corruption cases from 2013 to 2017 in the LY City Procuratorate analyzes the status and characteristics of corruption among grassroots cadres in LY City,and conducts an in-depth analysis of corruption causes of grassroots cadres from the perspectives of economy,system,and society and then reveals the general rules of grassroots cadre corruption.This paper adopts a comparative research method,and summarizes the experience of corruption management in Hong Kong,India,France,and Russia,which countries or regions are with similar national conditions,development stages,or historical and cultural traditions like China.We conclude that corruption governance should perfect the legal system of anti-corruption,have independent institutions for professional anti-corruption and Strengthen the construction of ideals and beliefs.Finally,suggestions are made on how to establish an effective corruption governance mechanism and achieve a fundamental change from non-democratic to non-corruptible and non-corruptive,that is,to improve the construction of a legal system for corruption governance,to implement a flexible and scientific incentive mechanism,and to improve the establishment of grassroots power supervision systems,to enhance the building of grass-roots spiritual civilization and anti-corruption education,and build a good grass-roots political ecology.
