The Research Of The Performance Evaluation Of The Community Home-based Care Services Station

The elderly home care in community,which is a new and important method to cope with the aging problem at a historic moment. However,the practice of the elderly home care in community in China started late and the development is not mature,especially the Community Home-based Care Services Station,as a main supply unit of the elderly home care in community,there are still many problems in the aspects of finacial management、interal management、service team construction.The scientific performance evaluation can promote the development of standardization of the commynity home-based care services station.This article chose the S city as the case study,discussed the construction of the performance evaluation index system and the flow remodeling of the performance evaluation of the elderly home care station in community aimed at the existent numerous problems in the development process and performance evaluation of the elderly home care station in community.Firstly, this article chose the study thinking of theoretical selection,empirical screen,credibility and validity test,weight design,evaluation method, the design of the evaluation detail, used the methods of documents research, questionnaire,statistical analysis,constructed the performance evaluation index system of the elderly home care station in community in S city. The performance evaluation index system is consisted of 7 first assessment indexes : mission and strategy, fund raising and management,infrastructure construction,service function,internal management,the construction of the service tea,the service effectiveness,and including 25 assessment indexes:(mission,strategy,fund-raising and management,channels for the construction of funds, rationality of the capital,fund use supervision,health care services,life care service,spiritual consolation service,legal rights protection service,living facilities,medical facilities,style facilities,office facilities,file management,safety management,System management,process management,service team configuration,professional service team, service team stability, human resources management mechanism construction,government departments satisfaction,infrastructure coverage,customer satisfaction,customer loyalty. Secondly,this thesis is based on both the theory and practice, divided the performance evaluation flow of the elderly home care station in community into the cultivation and preparation of the performance evaluation implement foundation, the acquisition and implementation of the performance evaluation information and the publication and application of the performance evaluation result.It was aimed at providing effective suggestions of the performance evaluation index system construction and the remodeling of the performance evaluation flow of the elderly home care station in community according to the study of this article.
