Research On The Performance Of Community Home-based Elderly Care Services Purchased By The Government ——Take Taiyuan As An Example

With the development of economy and the transformation of population structure,the trend of aging is irreversible.China’s seventh census shows that the total population over the age of 60 is 260 million,accounting for 18.7%,and the total population over the age of 65 is 190 million,accounting for 13.5%.Compared with the sixth census,the proportion of the elderly over the age of 60 has increased by 5.64%,and the proportion of the elderly over the age of 65 has increased by 4.63%,showing the significant characteristics of "aging","high quality" and "high demand".To this end,the national strategy to actively respond to population aging has taken root.In reality,the provision of elderly care services in China is distinguished by the "9037" model.The community home-based elderly care model has become the real demand of most elderly people,and the government purchase implemented by local governments in the form of "principal-agent" has promoted the government to separate from specific and complicated affairs and improved administrative efficiency,On the other hand,it is an important way to revitalize social idle resources and meet the effective needs of community home-based elderly care services.Therefore,the performance evaluation of government purchase is particularly important.The evaluation of this process should not only pay attention to the economic benefits of input and output,but also pay more attention to the personal feelings of the elderly about their sense of fairness and happiness.This paper takes the elderly,community workers and service providers of some community home-based elderly care service care centers in Liucheng District of Taiyuan as the main survey object,and determines the performance indicators of this study based on the BSC balanced scorecard performance management concept.Then,it constructs the performance evaluation system through SEM structural equation model and makes empirical analysis.Specifically: firstly,it explains the background and significance of this research,and summarizes and discusses the relevant concepts and literature on the performance research of community home-based elderly care services purchased by the government at home and abroad;Secondly,it defines the relevant concepts and combs the theoretical basis needed for the research,so as to provide a theoretical basis for the performance evaluation of this paper;Thirdly,after a preliminary discussion on the current situation of performance evaluation in the studied area and the selection of performance index content by existing scholars,the specific factors and latent variable dimensions of the observed variables of the performance evaluation system in this paper are determined based on the concept of BSC performance management content,and reasonable assumptions are put forward;Then,based on the introduction of SEM structural equation model,SPSS 26.0 and Amos 24.0are the analysis tools.The first-order confirmatory factor analysis of the reliability and validity of the three latent variable dimensions of public satisfaction（MY）,input dimension（TR）and output dimension（HD）and 25 measurable observed variable factors is carried out,and the rationality and feasibility of the determined three-dimensional latent variable are further verified by factor rotation analysis and measuring the variance contribution rate of latent variable dimension.Reliability analysis is mainly through three latent variable dimensions and Cronbach’s coefficient of the overall scale)And combined reliability（CR）,and the reliability test passed.The validity analysis is mainly judged by the determination of KMO,Bartlett scale,structural validity and convergent validity（AVE）,and the validity analysis is passed;Then,after eliminating unreasonable variable factors through the first-order CFA test,it is finally determined that the observed variable factors are 21,and further second-order CFA verification analysis of the performance model is carried out to test the overall model suitability of the performance of community home-based elderly care services purchased by the government,which is mainly judged by the absolute fitting indexes CMIN / DF,RMR,RMSEA,GFI,relative fitting indexes NFI,TLI and CFI,Finally,the factor load coefficients between the three latent variable dimensions,each observed variable and the overall performance are obtained.The results show that in the SEM model of performance evaluation of community home-based elderly care services purchased by the government,MY,TR and HD show significant positive correlation to performance evaluation,and the seven observation factors under the MY,The eight observation factors under the TR and the six observation factors under the HD show different factor loads on each dimension and the overall performance evaluation.Therefore,based on the above analysis,further study the improvement path for the performance evaluation measurement results,so as to promote the improvement of the performance level and service quality of community home-based elderly care clothing purchased by Taiyuan municipal government.
