Study On The Impact Of Financial Ability To The Supply Of Social Public Service In Guizhou Minority Areas

The system of tax distribution in 1994 caused that the fiscal revenue of central government accounted for the proportion of the national fiscal revenue increased quickly,which brings the local government heavy financial pressure.Coupled with the fact that the transfer payment system is not sound, public goods and services are insufficient in many areas, which is more serious in minority areas. The poverty problem in Guizhou ethnic areas is prominent as the historical and realistic factors of society. Besides that,the fiscal capacity is weaker in less developed areas,which caused the serious lack of supply of the public service in basic education,health care and social security.Based on the premise fact,this paper comb out the the basis of relevant theories and put forward two paths of the influence of financial ability to social public service:one is the financial revenue scale and structure, the other is financial system arrangement;Then,the author analyzed the present situation of financial ability and the social public service supply in Guizhou ethnic areas;And further econometric model is established by 46 samples of panel data of fiscal capacity and social public service supply from 2007 to 2013, to explore the influence degree and the causes of the financial ability from all aspects to the supply of social public service.Results show that the influence of per capita tax revenue and per capita general transfer payments to social public service supply is positive and significant, however, the influence of its self-sufficiency rate and per capita GDP is a certain degree of negative effects.In addition, after the segmented study of self-financing capacity in stages,it found thatthe areas of higher financial self-sufficiency spend more dependent on tax revenue in social public service, and the lower region is more dependent on the general transfer payments.Based on the conclusion, this paper put forward the corresponding policy proposals to strengthen fiscal ability and improve the supply of social public service in the ethnic areas in Guizhou province.
