Guizhou Province: Social Organizations Of Public Service

As the accelerated steps to industrialization and urbanization, our social structureand pattern of benefit have changed a lot. Compared with the ever before, the way ofpeople’s life and demands become higher and Diversification. But at the same time,the social management and public service system reform of our country is relativelaggard. As a kind of important public sector, Social organizations perform someimportant functions in providing public services.The author found there are theoretical supports for that the social organizationsparticipate in public services through correlative researchs in nation and aboard, andthere are some practical experiences in China, but few related researchs about westprovince especially in Guizhou province. This paper analysis the Guizhou’s socialorganizations and public service, applies documental, questionnaire and case studies,explore the function and difficulties of social organizations in public service system,and put forward some directional countermeasures for promoting social organizationand their functions to public services.The Study found that Guizhou’s social organizations take some social publicservice functions, supply services for economy of rural areas directly, promote thepace of public service equally, draw the social forces to join the public service, andadvance social civilization.Social organizations are deficient in resources and public trust in the process oftheir functions exertion. At the same time, they should deal with complex relationshipand social interest groups which are hard to handle even the government can’t do itwell. All above can hinder the exertion of public service functions. According to theintegrity governance theory, with consideration of these problems, the author thinkthat there are some measures can be taken. Strengthening the construction and abilityfor public service of social organization, innovating the mechanism system of publicservice in Guizhou Province, improving the Capability for public services of localgovernment, which will be beneficial to the function exertion when socialorganization participate in public services.
