For developing countries, state-building issue is both strange and important. Especially after the September 11 attacks and Iraq War, America scholars began to concern the state-building of developing countries. The state weaken phenomenon prevails in developing countries of Asia. Africa and Latin America countries. The capability of one country will not be put to good use due to various factors,such as military, interest groups. This phenomenon increases the unstable factors in the international security; In the domestic,the government’s effectiveness has been seriously questioned. There are serious problems in Health, security, education and other aspects. The government function will be restricted.Francis Fujiyama inherited the political stability and order of developing countries of Huntington research,put forward the theory of state construction further. From the point of old definition of country. He separate country into two dimensions, which are national power and the range of government function. According to the level and scope of the strength of countries,he built a moving coordinate in order to assess the political capability of every country. Theoretically, Fujiyama put forward the "small but strong" state building theory,the meaning is function of the state is small, the state power with high strength.His theory is based on the comparison of the ievelopment of East Asia and Latin America countries, also support with the basic theory of political science.As a result, he put forward a theoretical model of state building which is explainable and duplicatable. To investigate the motivation of state building from three aspects,domestic,international environment and system itself.To take system optimization as the main way of realization of state building.For developing countries,the strenth of national power is the main factor.However,in the aspect of national governance,many scholars have made some argument,from the point of view of Fukuoka’s theoretical framework, compared to the theory of nation centralized, the theory of sociaty centralized, and Joel S · Migdal. Evaluating Fukuyama contribution to the theory of state building.
