Competition policies have been an important issue for international trade. Every country begin to achieve a region competition and cooperation through Regional Trade Agreements(RTAs)as Competition policies under the WTO frame are on a difficult occasion. Competition policies shows great differences in the RTAs because of different development degree and competition culture. The European Unions and the United States want to maintain their competitive power in the region through RTAs, developing countries expect to get technical assistance through RTAs. For vast number of developing countries, not only is it an opportunity but also a challenge to participate in making regional trade agreement competition policies,because the domestic competition legislation starts late and the lack of the practice experience for international counter monopoly. This article will attach the importance to analyzing the text of developing countries' RTAs and the problems existing in developing countries' RTAs on the basis of stating the competition policies briefly in developing countries. It will make an expectation for the future development of regional trade agreements of competition policies from the direction of development, model selection and the specific content. Meanwhile,there will be a summary for the competition policies in China's regional trade agreements and countermeasures and suggestions for China's participation in regional competition policies cooperation in this paper.Around these problems, this article is organized as follows:The first part makes a simple statement for the competition policies. The main problems are the meaning of competition policies, the development situation of competition policies in the developing countries and the three ways to participate in the international competition rules for developing countries.The second part is about the practice of developing regional trade agreement on competition policies. First,it analyzes the necessity that developing countries participate in the RTAs. Second, this part lists and analyzes some representative competition policies of RTAs. Third, this part summarizes the characteristics of competition policies in developing countries.The third part comes up with some problems that developing countries need to pay close attention in RTAs. This part is on analyzing hot spot issues of regional competition policies from the perspective of the developing countries. Mainly including whether competition policies need to replace anti dumping measures, competition policies should be neutral, competition policies need to introduce dispute settlement mechanism.The fourth part is about the prospects of competition policies in developing countries`FTA. By analyzing the development of competition policies in the WTO, it draws a conclusion that competition policies will develop along the track from region to multilateral. Then by analyzing four present modes of competition policies, this part puts forward a pattern construction for future regional competition policies. Finally this part make a prediction about regional competition policies` concrete content of developing countries through the general terms and specific terms.The fifth part is about the enlightenment of FTA competition policies in developing countries to China. This part analyzes and arranges the competition policies of China's RTAs according to specific content,and puts forward constructive suggestions on the future development of China's regional trade agreement competition policies.
