The Study On Path To Prevent And Govern Internet Rumors In Public Crisis Incidents

At present, China is in the significant period of reformation, social transformation, and the frequent contradictions. With the development of economy and society, various social problems and contradictions have accumulated out. In addition, the Internet sprung up like mushrooms,which will give rise to that virtual network space is becoming an important platform for cyber citizen to communicate and exchange information. The intensification of social contradictions and the development of information technology platform have spawned the internet rumors,especially in public crisis incidents, due to the lack of information and asymmetry, all kinds of genuine or false information has spread rapidly through the Internet and other new media. Meanwhile, Internet rumors of public crisis incidents have arose at the historic moment, it not only appears in each stage of public crisis incidents but also brings a greater influence and stronger lethality, or even will become the fuse that irrational group produce unconscious behavior,which will endanger the security of economy and social stability in our country. Therefore, it is the urgent problem facing government and various departments that effective measures should be taken to cope with the internet rumors of public crisis incidents, restraint expansion of damage reasonably, and dissolve the Internet rumor of public crisis incidents in the bud, so as to improve the ability of our government to govern the crisis in Internet.In the first part of this paper, distinguishing the meaning between rumors,Internet rumors and free speech with the method of comparing and analyzing, and then combining the feature of Internet rumors with public crisis indents, summing up the definition of Internet rumors of public crisis incidents, on the basis, analyzing the new characteristics of Internet rumors of public crisis incidents in new circumstances;In the second part, subdividing the types of Internet rumors of public crisis incidents on the basis of the development cycle of public crisis incidents, and analyzing deeply the reason why the Internet rumors is spreading from perspective of communication,psychology, and sociology; And then, on the basis of analyzing typical cases that government manager the Internet rumors of public crisis incidents in our country,discussing the damage of the Internet rumors in terms of cyber citizen, government,country and society, as well as, pointing out the current situation of our government prevent and manger Internet rumors of public crisis incidents, existing problems and causes; The foothold in this paper is probing out that the path to prevent and govern the Internet rumors of public crisis incidents on the basis of the theory of good governance. From the perspective of good governance model, summing up that government and administration should play in leading role to prevent and govern the Internet rumors of public crisis incidents, meanwhile, pay much more attention to integrating and making good use of various social capital and introducing thediversified governance bodies, which trying to build up an new governance model that citizen cooperate with the government, mainstream media and non-government organizations, continuously promoting the harmony and stability of the network environment in our country.
