In June 2009, new Military Grass-roots Construction Program(hereinafter referred as Program) is published which strengthens the grass-roots construction and lays a solid foundation for the grass-roots construction to comprehensively improve its construction quality and level. The patrol squadron of armed police internal guard troops(hereinafter referred as patrol squadron) is the grass-roots units of armed police of which the position is important and the responsibility is significant. Its construction level directly decides the fulfillment of responsibility and mission. Thus, the evaluation of patrol squadron construction receives increasing concern from offices leaders of all levels. However, since it is influenced by traditional thinking and the other factors, the current evaluation has many problems. It influences the working, studying, training motivation of the grass-roots soldiers and officers which is harmful for the reinforcement of army’s combat effectiveness and the construction level enhancement of patrol squadron. In order to resolve these problems, a scientific evaluation method should be established to scientifically reflect the overall construction level of patrol squadron. From the perspective of performance management, this paper works on the performance evaluation of patrol squadron through qualitative and quantitative analysis. The main contributions are as follows:At first, this paper introduces the research background, research significance and research status at home and abroad about the ideas of performance management. Secondly, the theory of the performance, performance evaluation and performance management are elaborated as well as the target and method of performance evaluation. Thirdly, this paper analyzes the problems in the current patrol squadron performance evaluation such as the evaluation subject is single, the evaluation method is simple and the application of evaluation result is neglected. The reasons for these issues are elaborated and the current requirements of patrol squadron construction are pointed out. Fourthly, combining the characteristics and truth of duty squadron, the four dimensions of Balanced Scorecard are adjusted to build the Balanced Scorecard of patrol squadron, to establish the four dimensions of patrol squadron performance evaluation. Then the key performance indicators mechanism is leveraged to determine key performance indicators of each dimension. It builds the index system of patrol squadron performance evaluation. It establishes the crucial performance index and develops performance standard. After the four dimensions and index of patrol squadron performance evaluation are ascertained, we use the Analytic Hierarchy Process method in the allocation of dimensions and index weight to finally establish the performance evaluation system of patrol squadron. Fifthly, based on the performance evaluation system established above, we evaluate six patrol squadrons to verify the feasibility of this evaluation system.
