Analysis And Countermeasures Of Current Contradiction Between Cadres And The Masses Caused By Demolition

Since entering the new century, China’s urbanization process has accelerated, land expropriation, housing demolition is an important part of urban construction, urban renewal work. And in the case of local governments’ tax revenue proportion compressed greatly, only rely on "land finance" to maintain the operation of debt-laden local government. However, land expropriation, housing demolition involves the most fundamental interests of the people, if governments and cadres cannot fairly and objectively handle demolition event, taking safeguard the interests of the masses as the criterion, may lead to deterioration of relationship between cadres and the masses, cadres and the masses conflict, which may also lead to mass incidents, inspire other new social contradictions, seriously affecting social stability harmony. Literature analysis method, case study method, comparison analysis method and theoretical analysis and positive analysis method of combining is used to discuss contradictions between cadres and the masses which caused by demolition. Through literature analysis method, case study method, this paper argues that behind the contradiction between cadres and the masses, often imply deep level reason, such as: lack of social security system, political management system is not sound and so on. This paper uses comparison analysis method, compare and analysis what strategies is adopt when domestic and foreign relevant government dealing with contradiction caused by demolition, and the impact on the result of the demolition brought by the way of Cadres and the masses communication and the way of cadres working in the process of demolition. By combining the means of theoretical analysis and empirical investigation, clearing type of contradiction between cadres and the masses, concise political factors that increase the contradictions between cadres, aggregation of risk increases, or the use of a small number of cadres involved in conflicts between cadres and masses and the ability to raise awareness of rights and the lack of features of conflict mediation and buffering mechanisms. From the surface analysis policy reasons, working methods reasons, mass consciousness reasons and rights abuse reasons which cause the contradiction between cadres and the masses. Further discusses the cadre system, tax system, social management as a result of the deep-seated causes of conflicts between cadres. At the end of the paper, analysis and summarize what methods and measures adopt by Chinese government to resolve the contradictions between cadres and the masses in the demolition, which will help to alleviate relationship between cadres and the masses timely and effective the, curb the occurrence of adverse events and maintain social stability.
