Research On The Relationship Between Village Cadres And Masses In Rural China

The harmonious relationship between cadres and masses of the countryside is an important factor that influences the stability of rural society. And it is the powerful safeguard for the implement of government's guidelines and policies. Along with the abolition of agricultural taxes, the village cadre's functions have been changed greatly and the relationship between cadres and masses has an entirely new appearance. Under the background of the construction of new countryside and harmonious society, the research on the contradiction between village cadres and masses in China is of great significance.By utilizing related principles, this paper summarizes that there are mainly three types of relationship between village cadres and masses: harmonious, indifference and resistance. With further analysis, this thesis discovers that there are several problems: first, the relationship between cadres and masses is indifferent and distrust each other; secondly, villagers'dissatisfaction aggravates and the phenomenon of appealing to the higher authorities for help is increasing; finally, in some areas the relationship became worse and malignant cases enhance. And these problems have affected the development of rural economy, polity and culture.So, this thesis analyzes the reasons of these appearances from the aspects of village cadres, elites who appeal to the higher authorities for help, patriarchal clan and the rural collective economy. Meanwhile, the issues and conflict on land transfer is the focus questions that arouse current contradiction between village cadres and masses.This thesis applies game theory to the interaction process between village cadres and masses to analyze the actions emerging in election and routine management. Though analysis, this thesis comes to the conclusion that cadres will tend to provide more service and the games between village cadres and masses will change towards cooperation along with the development of construction of socialist new countryside villages.In allusion to the background and problems of the relationship between the cadres and masses, this thesis put forward several proposals. Mainly, as village cadres, they should transfer functions to offer more service. For villagers, government should improve villagers'quality and status and let more non-elite of management to participate in the administration of rural public affair.
