As a kind of scarce and nonrenewable resource, land as well as the efficient allocation of it has a great strategic significance on both the city construction and the development of our country. As a vital part of the implementation of land reserve system, which is an exploration on efficient allocation of land, primary land development encounters a lot of trouble in practice. In recent years, under the support of land policy and the promotion of new-type urbanization, there is a trend of marketization on primary land development in our country and the model of market operation has been increasingly used. As the first city in our country to start the exploration of market operation model, Beijing has a relatively mature market. However, there still exist many problems to be solved in the operation of primary land development, among which how to regulate enterprises effectively for the government is an especially urgent one because it determines the direction and prospect of the marketization of primary land development to some extent.Firstly, on account of the complexity and regional differences of primary land development, this paper makes the nature of it clear by making comparisons among different definitions and contracts between land reserve and primary land development. Then some features of land first-level exploitation in practice are figured out. Meanwhile, government regulation also manifest national differences. So the paper cleared out the specific connotation of Chinese government regulation on analysis of the five elements of government regulation which are the subject, the object, the method, the content and the purpose. Based on these, government regulation of primary land development under the background of marketization is defined.Secondly, by running through the reform process of primary land development model, the paper makes the trend of marketization on primary land development clear and then analyses the primary land development model and the present situation of government regulation in Beijing. Moreover, the effect of implementation of government regulation is figured out with concrete data.Lastly, principal-agent theory is introduced to reveal the essence of government regulation of primary land development by steps. Analyzing the multiple principal-agent relationship in primary land development is the first step. Then the single task and multi task principal-agent model of the primary land development is constructed. On basis of the results, the partial rationality of the current government regulation of primary land development in Beijing is explained and the optimal paths are found. At the end of the paper, specific measures and comments are figured out to provide recommendations for the optimization of government regulation of primary land development in Beijing under the background of marketization.
